A firmware download could be all that's needed to upgrade the players...that is, if XM and Sirius followed FCC regulations and produced interoperable receivers in the first place. From the way Hartleib tells the story, XM and Sirius are more interested in selling you newer, "dual-mode" tech...
"Dual-mode" allows both signals to be downloaded to a radio at once, as if you were receiving AM and FM concurrently. But that difference—between needing or not needing to switch between music providers—would not be worth the cost of upgrading components to most consumers.
Let me make this one clear to Sirius and XM: if you offer me both services through the stuff I already own, you have a much better chance of up-selling my subscription.

This physical effect could pave the way for cheap, high-output solar cells. Solar cells currently have relatively low output, typically 15%, and high manufacturing costs. One possible improvement could derive from a new type of solar cell made of semiconducting nanocrystals and could theoretically lead to a maximum output of 44%, with the added benefit of reducing manufacturing costs. In conventional solar cells, one photon can release precisely one electron. However, in some semiconducting nanocrystals, one photon can release two or three electrons, hence the term 'avalanche effect.' This effect was first measured by researchers at the Los Alamos National Laboratories in 2004, and since then the scientific world had raised doubts about the value of these measurements. This current research does in fact demonstrate that the avalanche effect can occur."

The intelligence on SOCOM: Confrontation has largely been under tight wraps, with bits of information leaked here and there, mostly by way of the official SOCOM site. With E3 and other events quickly approaching, that should all change soon. To get IGN up to speed and ready for their impending time with the game, they fired off a number of questions to David Seymour, design director over at Slant Six. Here's what he had to say.
ORLANDO, Fla. — In a forthcoming memo, the Office of Federal Procurement Policy plans to outline clearer guidelines for agencies to follow when awarding task orders under multiple-award contracts, OFPP Administrator Paul Denett said.
The memo, which could be released as early as next week, is likely to require agencies to seek multiple bids on task orders that cross a certain dollar threshold, said Denett, speaking at the General Services Administration Expo here.
Too often, an agency will hand a task order to a vendor figuring that the competition for the original contract was sufficient, he said. But today's multimillion-dollar task orders need more scrutiny than that, he added.
He said the memo might mirror or closely follow similar guidance issued by the Defense Department.
In addition, OFPP will remind agencies that they must appoint a competition advocate who reports annually on competitive practices. OFPP plans to rank agencies based on those reports to highlight their efforts, Denett said.
He added that Congress already values such statistics, but lawmakers have twisted the data to make a point about agencies’ lack of competition.
Although they are correct when they say the amount of money awarded through noncompetitive contracts is rising, the number of competitive deals has increased, too...
